Prohibition.

One definition of insanity is doing the same thing over and over, expecting a different outcome.

In 1914, The Harrison Act was passed. Until then, over the counter remedies contained drugs such as heroin and cocaine. At that time, it was estimated that 1.3% of the polutation had a drug problem.

1934 brought us the Marijuana Tax Act. It was estimated that 1.3% of the population had a drug problem.

In 1971 President Nixon delcared “war” on drugs with the Controlled Substance Act. 1.3% of the population were deemed to have substance abuse issues.

Today, as I type- 1.3% of the US population is believed to be addicted to drugs…

What was that definition of insanity again?
